college degrees based upon life experience, work history, military experience and/or previous college credits; or a combination thereof.
An evaluation is required. The amount of work experience used to substitute for the required college education shall be based
on the level of specialization required by the minimum qualifications. The amount of work experience used to substitute for the required college
education shall be based on the amount of time worked in appropriate area of specialization. Any relevant work experience paid or unpaid shall be
considered as substitution for required college education. The job title, rank and pay grade may be used in determining if job experience can
substitute for the required college education.
